About PMKKKY

The Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKKY) is a scheme by Ministry of Mines, Government of India for the welfare of people & affected areas
by using the funds accured under District Mineral Foundation (DMF).

Overall Objective of PMKKKY:

  • To implement various developmental and welfare projects/programs in mining affected areas that complement the existing ongoing schemes/projects of State and Central Governmen.
  • To minimize/mitigate the adverse impacts, during and after mining, on the environment, health and socio-economics of people in mining districts
  • To ensure long-term sustainable livelihoods for the affected people in mining areas. Care has been taken to include all aspects of living, to ensure substantial improvement in the quality of life. High priority areas like drinking water supply, health care, sanitation, education, skill development, women and child care, welfare of aged and disabled people, skill development and environment conservation will get at least 60 % share of the funds. For creating a supportive and conducive living environment, balance funds will be spent on making roads, bridges, railways, waterways projects, irrigation and alternative energy sources. This way, government is facilitating mainstreaming of the people from lower strata of society, tribals and forest-dwellers who have no wherewithal and are affected the most from mining activities.

How PMKKKY will be implemented:

  • It will be implemented by the funds generated by District Mineral Foundations.
  • At least 60% the fund will be utilized for "High Priority Areas" like:
    • Drinking water supply
    • Environment preservation & pollution control measure
    • Health care
    • Education
    • Welfare of women and children
    • Welfare of aged & disabled people
    • Skill development
    • Sanitation
  • Rest of the fund will be utilized for "Other Priority Areas"
    • Physical infrastructure,
    • Irrigation
    • Energy & watershed development
    • Measures for enhancing environmental quality

Legal Provision:

  • Section 9B of Mine and Minerals Development Regulation (MMDR) Amendment Act 2015 stipulates that 'n any district affected by mining related operations, the State Government shall, by notification, establish a trust, as a non-profit body, to be called the District Mineral Foundation.
  • Central Government issued directions on 16.09.2015 to the all State Governments to incorporate PMKKKY into the rules framed by them for the District Mineral Foundation under section 20A of MMDR Amendment Act 2015.
