Registered Mining Lessee / preferred bidder will be able to submit Mining Plan or its review online in MTS from their individual lease account credentials and can fill Mining Plan data for each sections and submit online with digital signature .On successful submission Lessee will get a SMS on his registered mobile and E- mail from MTS. Lessee/applicant/preferred bidder can also view the status of document at various stages of processing. It will also facilitate them to receive scrutiny comments and furnish modifications as well and they will be able to generate approval letters through system along with facility to download the approved document. Lessee will be able to pay the mining plan-processing fee through payment gateway directly into dedicated government account.
The system will provide for monitoring and tracking the final mine closure plans and allow IBM officers to issue certificates in case of satisfactory mine closure activities or go for financial assurance forfeiture.

Ministry of Mines is responsible for survey and exploration of all minerals, other than natural gases, petroleum and atomic minerals, for mining and metallurgy of non-ferrous metals like aluminium, copper, zinc, lead, gold, nickel, etc. and for administration of the Mines and Minerals (Regulation and Development) Act, 1957 in respect of all mines and minerals other than coal, natural gas and petroleum.
The Mining Tenement System (MTS) primarily involves automating the entire concession life-cycle, starting from identification of area and ending with closure of the mine; and connecting the various stakeholders for real-time transfer of electronic files and exchange of data. This will enable effective management of mineral concession regime and transparency in operations at the Centre as well as States.
